EAM: SQL Error when an Existing Asset Is Changed to a Parent Asset when Logged on in a non-English Language (Doc ID 1595958.1)

Symptoms

Asset Management - when the user attempts to change an asset to a parent asset in Basic Add, while logged in using a non-English language, the following error occurs.

A fatal PeopleCode SQL error occurred. Please consult your system log for details.
SQL error in Exec. (2,280)
ADD_WRK.DEFAULT_PB.SavePreChange Name:Add_Parent PCPC:16015 Statement:279
Called from ADD_WRK.PARENT_CHILD_FLAG.SavePreChange Name:ASSIGN_PARENT_ID..Statement:4
Called from ADD_WRK.PARENT_CHILD_FLAG.SavePreChange Statement:4

The issue can be reproduced with the following steps (example using Français/French):
1) Go to Menu Principal > Gestion des Immobilisations > Transactions Immobilisations > Informations Détenues > Création de Base / Création Express
2) Add a new asset :
3) Go to Menu Principal > Gestion des Immobilisations > Transactions Immobilisations > Informations Détenues > Création de Base
4) Change the value Parent/Child to "Parent".
5) Save.
