Notification emails continue to be sent even when email notifications are not enabled no matter at which level: Registry, System or Business Unit (navigation: Enterprise Components, Events & Notifications, Notification Framework - Pages: Notifications Registry or Notification System Overrides or Notifications BU Overrides).
