Instructor list includes non-qualified instructors

Enterprise Learning - Define Course/Cost Details - Course Costs
  
When entering course costs, the instructor lookup includes all instructors within the user's security permissions instead of only listing those instructors who are within the permissions and qualified to teach the course. The value shown in the sample saved without errors or warnings.
 

EXPECTED BEHAVIOR
-----------------------
Instructor who is not qualified to teach the course should not appear in the lookup

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enterprise Learning – Define Training Resources – Instructors
2. Choose KC0015
3. Go to Tab - Qualifications
4. Note – KC0015 is qualified to teach K001 and K003, but not K002
5. Enterprise Learning -Define Course/Cost Details -Course Costs
6. Choose K002
7. Go to Tab - Instructor, Expense
8. Lookup Instructor ID. KC0015 is in the lookup, yet he is not qualified.
