Salary Grade Ranges showing Current Values instead of Effective date of Compensation Cycle (Doc ID 1598690.1)

Symptoms

The Salary Plan - Grade ranges displaying in Merit for Min / Mid / Max are based on the current date when merit cycle was opened rather than top-of -stack as of Merit Eff Date or Cycle End Date. This is true for both US and Canada cycles. We need the Salary Grade ranges to be as of the end date of the Merit Cycle or Merit Eff Date (sames dates).

The salary is picked up correctly but not the Salary Ranges.

The employee's demographic data from job uses the Compensation Cycle End date,  therefore there should be consistency in retrieving the salary ranges from the Salary Grade table.
