Business Title is Not Updated on Employment Data Page

Symptoms
The Business Title is not populated on the Employment Information page when an applicant is hired for a Job Opening created on a Job Code.
The Business Title should be populated on the Employment Information page when an applicant is hired for a Job Opening created on a Job Code just like when Position Number is used to create the job.
The issue can be reproduced at will with the following steps:
1. Create a Job Opening using Job Code
2. Apply to this Job as an external applicant and Hire him.
3. Once the applicant is hired as an employee, the Employment Information page does not have the Business Title which should be the Job Code Description.
NOTE: The customer was running into the issue that POSITION_OVERRIDE was being set to 'Y'. This issue is also resolved by the fix below.
