E-Portal: Authorization Error When Using WorkCenter (Doc ID 1600743.1)

Symptoms

ENVIRONMENT
---------------------------
This is applicable to all 9.2 application releases (e.g. FSCM 9.2, HCM 9.2, etc) and Tools version 8.53

ISSUE
------------
The user has created a Permission List and given it all items related to WorkCenters but other users receive an authorization error when accessing the WorkCenter page.

STEPS TO REPLICATE
--------------------------
1. A new WorkCenter is created by User A.  Only User A can view the WorkCenter although security (permission list) was added to User B's profile.
2. When User B logs in and navigates to the workcenter (Projects, GL, AP, etc), they receive the error:
"Authorization Error -- Contact your Security Administrator"
3. However, if User A logs in, they are able to view the WorkCenter with the links and pages
4. If User B logs in and navigates to: PeopleTools > Portal > Workcenter > Manage WorkCenter Pages and pulls up for example - Projects Workcenter, then on the Configure WorkCenter page, under Starting Page, there is a link to click on Projects WorkCenter under the Menu Item.  If user clicks on the link, then the same error occurs:
"Authorization Error -- Contact your Security Administrator"


Note: Other customers have reported a similar issue where the error was:

"You are Not Authorized to Access this Component"
