Split BIL Rows Are Ignored By CA_LIMITS When Called By PC_PRICING With Reprice Option (Doc ID 1601672.1)

Symptoms

When PC_PRICING is run with the re-pricing option enabled, the limit processing in CA_LIMITS is not handling previously-split BIL rows correctly and is generating billable amounts above the transaction limits. The limit calculations must include all billable amounts correctly when repricing.

Due to this issue, amounts above the transaction limits may be billed.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a contract with a rate-based line linked to a project and activity.
2. Set transaction limits for the contract line.
3. Add some ACT transactions that will exceed the limits.
4. Run As-incurred billing CA_BI_INTFC
5. Amend the contract to increase the transaction limit above the amounts processed.
6. Run PC_PRICING with Re-price rows specified
7. Add another ACT transaction that will add up to over the new limit.
8. Run PC_PRICING with repricing again.
