Symptoms
When attempting to run the Resolve Discrepancies process, the following error occurs.
ERROR

User with record COUNTRY_TBL and process SCC_DISCREP3 is not permitted to invoke the service operation HCI_RECORD_PUT (14170,184)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Set Up SACR > System Administration > Utilities > HCM Integration > Integration Discrepancies.
2. Enter or select a Record and select the Set Winners and Resolve Discrepancies checkboxes.
3. Run the Resolve Integration Discrepancy App Engine (SCC_DISCREP3).
