It is possible for users to create a situations where a row exists in Position Data that doesn't have a corresponding position row in Job.

Situations where Position Management and Job Data are out of sync
1. A new row is inserted into Position Data for a new effective date, but no other data has been changed. Due to there being no data changes on Position Data no insert into Job is generated.

2. If a Position row is entered in Position Management with no changes to the data as in Situation 1, then if the user corrects any of the fields in Position Managment in Correction mode there are not changes made to the incumbents Job Data row since there is no corresponding row

3. If a Job Data row exits that matches the effective date of the new row being added in position no new row is inserted into job data.
