E-SES: Search Framework Ping Test Fails with Message "Integration Gateway - External System Contact Error"

When running a ping test from the Search Instance page, the follow error is issued:
The issue can be reproduced with the following steps:
1. Navigate to PeopleTools, Search Framework, Administration, Search Instance
2. Bring up your Search Instance
3. Make any necessary changes to "Search Engine Details", “Admin Service Credentials”, “Query Service Credentials” and “Call Back Properties”
4. Run the ping test and get above noted error
