E-SES: Search Framework Ping Test Fails with Message "Integration Gateway - External System Contact Error" after Configuring SSL on SES

After installing an SSL certificate on the SES web server, and configuring the search instance to use SSL, the ping test fails and displays this message to browser:

The issue can be reproduced with the following steps:
  1. Navigate to PeopleTools, Search Framework, Administration, Search Instances
  2. Bring up the search instance
  3. Click "Ping" and get above error
