COBRA Non Employee Error: No Personal record found for Employee (3000, 467) When Using Employment Record > 0 (Doc ID 1607733.1)

When trying to manually create a Cobra non employee for an employee with an active record > 0 the process returns the following error:

No Personal record found for Employee (3000, 467) 

Steps:

-------------------
1.  Go to Benefits=> Administer COBRA Benefits=> Maintain COBRA Non-Employees=>  Create COBRA Non-Employee
2.  Enter Employee ID
3.  Enter Empl Record Number >0
4.  Enter Dependent Benef number and cobra event date.
5.  Click Save.
