Symptoms
After adjusting an asset to zero and then adding multiple cost rows to a new chart field set concurrently, the CF_SEQNO is incremented when it should be equal for all new ADD rows.
Expected Behavior
--------------------------
The expectation is the the CF_SEQNO will not increment when the chart field values match across cost rows.
Steps
--------
This issue can be replicated by performing the following steps:
1) Create an asset for a cost of 100,000.
2) Add a new cost row for -100,000 via the Cost Adjust/Transfer Asset page.
3) Add 2 new cost rows to 1 new Chart Field set (change the deptid) via the Cost Adjust/Transfer Asset page.
