E-IB: Subscription Contract with Huge Message Gets Stuck in 'Working' Status

On PeopleTools 8.49 Integration Broker a subscription contract carrying a huge message (PROJECT_ACTIVITY_FULLSYNC, 200 MB in size) gets stuck in status 'Working' without any error messages anywhere.
It gets picked up again after the Pub/Sub application server domain in the subscribing environment is bounced.
1. Publish PROJECT_ACTIVITY_FULLSYNC in one Peoplesoft system with routing to another Peoplesoft system that subscribes it.
2. Check the subscription contract progress in the subscribing environment via Service Operations Monitor - Asynchronous Details.
Subscription contract should go through status sequence New - Started - Working - Done on the first run, even though the Working phase may take long because of the size.
Subscription contract goes through status New and Started into status Working, and remains there indefinitely, until the Pub/Sub application server domain is bounced.
