Benefit Record Number Is Incorrectly Set To 999 Instead Of 0 For Benefit Deductions In PS_PAY_DEDUCTION Where Employee Also Has A General Deduction

Symptoms

For employees reaching the 402(g) limit and who are not enrolled in the rollover plan, when selected to rollover in after tax plan and pay calc is run, it inserts a row in ps_pay_deduction table with rollover amount as after tax deduction. If this employee is enrolled in a general deduction, pay calc inserts a row with incorrect value for benefit record number as 999 (instead of 0) for benefit deduction. 

Steps
----------
a) Set up Savings Plan to rollover to Plan Type 4A
b) Set up employee savings plan enrollments, deductions and limit table
c) Calculate paycheck by going to Payroll for North America> Payroll Processing USA> Produce Payroll> Review Paycheck and review that benefit record number is set correctly as 0
d) Enroll employee in general deductions. This is the key to making the benefit record number show up as 999.
e) Recalculate paycheck and review that benefit record number is set to 999 incorrectly now
