ERE: No Restart On The RE_TXN_INTFC Application Engine Processes

The customer was unable to restart the RE_FASB_GEN and RE_TXN_INTFC application engine processes after failure.
When the RE_FASB_GEN and RE_TXN_INTFC application engine processes fail, these processes should be restartable.
