The following SQL is run hundreds of times in TL_SUBMITALL with no where clause
UPDATE PS_TL_RAPID_HEADER SET RAPID_UPDATE_FLAG = CASE WHEN '0' = '1' THEN '2' ELSE '1' END
This is the primary issues with TL_SUBMITALL run time

REPLICATION STEPS

1) Enter 3 Rapid Time , Save
2) Run TL_SUBMITALL , select 3 session numbers.
3) Check the trace

UPDATE PS_TL_RAPID_HEADER SET RAPID_UPDATE_FLAG = CASE WHEN '0' = '1' THEN

4) Following code is incorrect, there is no where condition:
5) TL_SUBMITALL.DA000.STEP010
