E-SES: How to Recover from Search Framework Issues caused when SES and PeopleSoft Databases are Out-of-Sync or after a DB Refresh (Doc ID 1611320.1)

Goal

There are sometimes situations where the SES database and PeopleSoft database get out-of-sync. Below are a couple examples of actions that could cause this problem:
  1. The PeopleSoft database is refreshed (eg you refresh your test database with production database)
  2. SES database is refreshed and/or SES is re-installed (eg, you decide to upgrade to the latest SES version so you uninstall SES 11.1.2.2 and install SES 11.2.2.2)

The above changes will "break" Search Functionality as the SES search data and PeopleSoft search data are no longer in sync.  How can this be fixed?
