PV_CHANGE_REQUEST-unable to locate changes for second item in change request after processing first item change

Steps to recreate the issue:

  1. Create an ePro Requisition with two lines
  2. Copy the Requisition to a Purchase Order, Save and Dispatch the PO
  3. Return to ePro Req and create a Change Order on both lines
  4. Approve Line1 Changes.  Process the Change Orders
  5. Go to Purchasing > Manage Change Orders > Approve Change Request.
  6. The changes for Line 2 are not located
