Incorrect Warning Message While Updating Future Dated Position Data: "No Changes Made for Incumbent Number xxxxx ERN 2, Because Position Data has been Overridden (1000,196)" (Doc ID 1612713.1)

Incorrect warning message displayed while updating future dated position data when there is an earlier future dated row in the Job data of the position's incumbent.

Steps to Replicate :

1) Position 19000005 created on 01/01/1980
2) Employee KULG03 ERN 2 is assigned to position on 11/01/2013
3) Emplid KULG03 ERN 2 assigned to a new position effective 01/01/2014.
4) Against position 19000005, and effective 01/02/2014, a change in the position is done (say job code change)

This does not result in a new row in JOB for emplid KULG03 ERN 2, because as of the 01/02/2014 they are no longer in the position. No record is inserted, however the warning message that is displayed is incorrect. It states:

No changes made for incumbent number KULG03 ERN 2, because position data has been overridden. (1000,196); A current incumbent has overrides to the data for their position. There will be no automatic updates to their job or employment data. The position override flag is located on the Work Location page in Job Data.

The reason the incumbent should not be updated is because as of 01/02/2014, they are no longer in the position; NOT because position management is overridden. The warning message is very misleading and needs to be corrected.
