E-PUM User not authorized for access to PeopleSoft (Doc ID 1617490.1)

Error message when using PeopleSoft Update Manager (PUM) to apply a change package:  user not authorized to access to PeopleSoft

Scenario 1:

Setting up PeopleSoft Update Manager (PUM) and the Change Assistant (CA).  The CA is running and the PUM Image database EP92P003 appears to be working. 

I can connect with the application using VP1,  and with Data Mover as sysadm.  However if I try to upload the database info to the Image when applying a change package at the step Patching Target Database Informaiton,  I get this error:  User not authorized for access to PeopleSoft.


Scenario 2:

I am unable to connect to the PUM Source to be able to apply the Required for install and upgrade patches with Change Assistant.   So far, the Environments can talk with each other, all environments are shown in the PSEMViewer.


Scenario 3:

Trying to patch to EP92P004 getting "User not authorized for access to PeopleSoft." message at the point to  "Update target Details to PeopleSoft Image" when creating a Change Package.  I’ve tested the connection for both environments via Change Assistant setup -- OK.  There are no error messages in the APPSERV log for target or source.
