Why Is the 'Order Release' Process (IN_FUL_RLS) Claiming that Demand Rows Have Been Released while No Rows Have Been Processed? (Doc ID 1618384.1)

You observe that the 'Order Release' process (IN_FUL_RLS) (navigation: Inventory, Fulfill Stock Orders, Picking Picking, Order Release Request) randomly does not process Material Stock Requests (MSR). If you have a number of MSR ready to release, the program ends without selecting any of the rows. If you run for ONE MSR, it is processed fine. If you run for TWO orders it works about 50% of the time, with no discernible difference between the two runs.

A typical "bad" run results in the following message log entries. Observe that the process claims 90 demand rows were released, yet no inventory allocation rows are released:

Request BATCH for Business Unit XXXXX: Process Group 1 Selected 90 rows.
Processing Business Unit: XXXXX, Action: Create Allocations, Publish: Y
90 Demand Rows Released, 0 Inventory Allocation (DPI) Rows Released.
