Query through Related Content does not refresh with Next/Previous in List

When creating a public PeopleSoft query that is intended to be used through Related Content. There are Prompt values in the query that match the Keys on the Component it will be attached to.

After creating the query, I defined the Related Content Service and Added it to the component through the Managed Related Content setup.

After navigating through the Search Page, I can select an item and bring up the query results, by using the Related Content menu in the Top right of the component. When I click on "Next in List" or "Previous in List" the query in Related Content does not update to the new selected keys. Additionally, if I select the Query from the Related Content menu to manually refresh the query, I get updated results based on the current keys. After manually updating the query, any subsequent "Next in List" or "Previous in List" requests, will reset the Query back to the original keys with the component was opened.

I am looking for the query to automatically stay in sync with the transaction area of the component as I scroll through multiple Level 0 records.
I have created an additional test using a Component as opposed to a Query and the problem still exists. I created a Page/Component keyed off of JRNL_HDR_IMP_VW (I tried using JRNL_HEADER but there was PeopleCode interfeering) and added it to a Menu and Permission List.

I created a new Related Content Service that uses the new Component with the same 4 parameters for the Query. I then went in and added the new component based service to the Create/Edit Journal page tied to the same 4 keys as the query. I am observing similar behavior on both the Related Content Query and Related Content Component when using the Next in List/Previous in List buttons.

I have also disabled the original Query Service so that the only active Related Content is the new Component based servers and without the query, I have observed the same behavior with the Related Content refreshing incorrectly with Next/Prvious in list.
