EPro Requisition - Can't Update Price On Service Items When Selecting Amount Only (Doc ID 1620322.1)

Symptoms

On Requisition page
When the user selects a service item from the catalog, they cannot change the price on the ePro req after selecting amount only flag. Users select their service items from catalog and flag these as amount only and enter the price of the service.

The issue can be reproduced at will with the following steps:
1. Create Requisition
2. Select Services item from catalog and add to requisition
3. On Review and Submit drill into Line Details and select amount only flag
4. User should be able to change the price now but they cannot
