Student Career Number always defaults to '0' on Candidate Record

Problem Description
Student Career Number always defaults to '0' on Candidate Record when created by making a change on the Program/Plan Stack.

On the ACAD_PLAN component SavePreChange code, a method called Component_PreChange is called to generate Research Tracking records. Within this method, the following line is executed when there is no candidate record already in existence:

&RsCandidate = &util.createCandidatureRecord(&effdtRow.ACAD_PROG.EMPLID.Value, &effdtRow.ACAD_PROG.INSTITUTION.Value, &effdtRow.ACAD_PROG.ACAD_CAREER.Value, 0, &effdtRow.ACAD_PROG.ACAD_PROG.Value, &eligiblePlan, &effdtRow.ACAD_PROG.ADMIT_TERM.Value, True, &p_CandidatNbr);

The 4th bind value should be the student career number, but is hard coded to always be 0. This results in error messages when accessing the Research Tracking components as the system cannot find required values from the correct ACAD_PROG records. This also means that PS queries cannot find results as the keys between candidate management and the program plan stack do not match.
