Symptoms

On : 8.52 version, Database-Oracle

When attempting to boot up the application server and batch server, the following error occurs.

PSAPPSRV.5796 (0) [02/06/14 22:19:44](0) Database Options: override_connection_reset: 0
PSAPPSRV.5796 (0) [02/06/14 22:19:44](1) GenMessageBox(0, 0, M): Database Signon: Could not sign on to database <DB Name> with user PS.
PSAPPSRV.5796 (0) [02/06/14 22:19:44](0) Server failed to start
PSADMIN.6124 (0) [02/06/14 22:19:51](0) End boot attempt on domain <Domain Name>

Same Error occurs when logging in via Data Mover

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Boot up the Application Server and Batch Server domains

2. Or, log in via Data Mover

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot start the PeopleSoft servers
