Symptoms

Applying a Change Package generated from PeopleSoft Update Manager with Compare option

After running Project Compare against Target DB, upgrade actions may be modified for some of the objects on Target DB. Any changes done on upgrade actions on Target DB for the CP Project are overwritten with the next step that copies project from File. It does not take into account the changes made to the project definition in the Target database.

Environment:
--------------------
PeopleTools 8.53
PeopleSoft Application 9.2

Steps:
---------
1.Running CP Compare Reports - here the project definition gets copied to Target DB
2.Reviewing CP Compare Reports - here the compare report is reviewed and Upgrade Actions are changed on Target DB
3 Copies the project: - here the project is copied from File and Upgrade Actions are taken from File and not from Target DB
Copying Update Project - Part 1
Copying Update Project - Part 2
Copying Update Project - Part 3

Expected Behaviour:
---------------------------------
In Step 3, the project from file should be copied with the Upgrade Actions that were set.

Actual Behaviour:
----------------------------
Actually the Upgrade Actions that were manually set are ignored.
