Form and AWE Builder: Cannot Modify Fields on a Form After Form Has Been Activated (Doc ID 1625510.1)

Symptoms

A Form has been activated and tested. The user then goes back into the Form and inactivates it to modify a field. The fields are still in Active status and the user is only able to Add new fields or Remove Sections.  Users are no longer able to edit fields or remove them. The field types are read only and the deletion button (minus sign) are not active.
