EAP: Quick Invoice Entry Allows Saving Unbalanced Voucher although User has Require Balanced Invoice

Symptoms
Quick Invoice entry (Navigation: Accounts Payable > Vouchers > Add/Update > Quick Invoice) allows saving unbalanced voucher although User has Require Balanced Invoice.
User should not be able to save unbalanced voucher.
STEPS
SCENARIO #1: Quick Invoice Template: Complete
=================================
1. Populate Distribute by: Amt, Merchandise Amount: 10,00
2. Click on Distribution
3. Populate Merchandise Amt, 10,00,GL Unit: US001 and Account: 500000
4. Save with success
5. Blank out the Merchandise Amount on the Invoice Lines grid
ERROR: Save with success.The system should not save the Voucher and the message “This Voucher Cannot be saved out of balance per you Operator's configuration. (7220,306)
The Payables Preferences for your Operator Id indicate that Quick Invoices cannot be saved in an Out-of-Balance condition.” should be displayed.
6.Run Voucher build:Voucher is on Recycle
SCENARIO #2: Quick Invoice Template: Simple

1. Amount on Invoice Line has already populated
2. Populate Account
3. Save with success
4. Blank out the Amount on the Invoice Lines grid
ERROR: Save with success.The system should not save the Voucher and the message “This Voucher Cannot be saved out of balance per you Operator's configuration. (7220,306)

5. Run Voucher build. Voucher is on Recycle
For another quick invoice, if you change the amount on invoice lines from 10,00 to 11,00 and save, the system shows the message (7220,306) and Difference. The system should work in the same way when Blank out the Amount on the Invoice Lines.
