EGL9.2: Chartfield Request Prompt Throws An Error "There are no prompt values currently available for this field. (4,4)" When It Should Have Prompt Values.

On :  9.2 version, Chartfields

When a search page of "Chartfield Request" is accessed in "Search" mode and then without entering the page, we switch to "Add" mode, the account prompt throws an error.

"There are no prompt values currently available for this field. (4,4).
The prompt table for this field is currently not specified.  Use any value you wish."

The issue can be reproduced at will with the following steps:
1. Navigate to Set Up Financials/Supply Chain > Common Definitions > Design Chartfields > Define Values > Chartfield Request
2. Click 'Find Existing Value' tab and enter below data (ensure there will be valid data returned by the search criteria)
   Field Name = ‘ACCOUNT’
   Field Action = ‘Update’ ( select from dropdown list)
   Request Status = Blank ( select from blank from dropdown list)
3. Without click ‘Search’ button on above page, Click “Add A new Value’ tab.
4. Click Field Value Prompt Magnifying Glass sign, Got error (4,4)

The issue has the following business impact:
Due to this issue, users cannot add an 'Update" request for an existing account.
