ACTUAL BEHAVIOR
---------------
When trying to attach a text file to a new or existing journal, able to select file name and click ok, however file does not get attached.
Nothing happens when returned to attachment screenshot and there is no online screen error.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create new or open existing journal.
2. Click attachment link on journal header.
3.Select Add Attachment Button --> Select Browse --> Select a File ( say File.txt) --> Upload
