2014-2015 FM INAS drops the leading digit for the Prorated EFC if the calculated EFC is > 99,999

After the application of Patch 16970348: 2014 - 2015 Aid Year Updates for INAS Federal Methodology (FM), Verification, and Pell Schedules, when INAS is run on students who have a Primary EFC greater than 99,999 the value that populates the Prorated EFC drops the leading digit.

This issue will also cause computation issue when using Budget Durations other than 9 months for EFCs greater than 99,999. The resulting calculations for a Non Standard Budget Duration will be incorrect until this issue is resolved.

Also, truncation may be seen in the Calculated SC, Calculated PC and Calculated EFC values on the EFC\DB Match\Corr tab of Correct 2014-2015 ISIR records.
