EAM: Re-receiving Cancelled Receipt Is Not Creating A Reinstate Entry on an Asset (Doc ID 1631413.1)

Symptoms

Re-receiving cancelled receipt is not reinstating the asset.

EXPECTED BEHAVIOR
-----------------------------
It should create a reinstate transaction for the disposed asset.

STEPS
---------
The issue can be reproduced at will with the following steps:
1. Create a receipt for an asset related PO where the "Interface Receipt" check box CHECKED.
2. After the processes run, cancel the receipt with the "interface Receipt" check box still checked. (This retires the asset)
3. After the processes run, re-receive using the SAME ASSET ID.
4. This creates 2 "Ins AcqDtl" lines. (Shouldn't 1 of those REINSTATE the asset?)
5. Post a voucher copying the receipt from step 3.
6. After running INTFAPAM, AMPS1000 runs but does not create a CAP line.
