First leave accrual in the new calendar year reflects hours taken in error.
When navigating to the Leave and Compensatory Time Detail Page (TL_LEAVCOMP_DTL) some of the values on the page are wrong. The Units Taken is showing a large negative number on the accrual row for the first Accrual Period in the year. It looks like the prior years YTD balance is being reported as a negative on the first row of the new years Accrual. Looking at the code revealed that the following is happening: [Units Taken] = [Current Accrual Period YTD HRS Taken] - [Prior Accrual Period YTD HRS Taken]. This works fine except for the first row of a new year.
The hours taken from last payroll should not appear on the first accrual of the new year unless there was actually time taken during that accrual process.
The issue can be reproduced at will with the following steps:
1. Find employee enrolled in leave plan that has a maximum number of hours they can accrue
2. Run leave accruals for 2012 to reach maximum number of hours
3. Process the first accrual in the new year 2013, the balance is still at max accrual amount but hours taken shows a negative value that matches the total hours taken the year before.
The issue has the following business impact:
Causes confusion as it reflects as if hours were taken in the accrual period when in fact no hours were actually taken.
