Services Procurement (sPro) Req’s and Work Order are Defaulting Incorrect Account From Category Associated to the Service Type (Doc ID 1632075.1)

Symptoms

When creating a sPro requisition with a Service Type/Job Family that is associated to a category code with more than one effective dated row, the system is pulling in the account from the original row and does not appear to look at the most current effective dated row.

EXPECTED BEHAVIOR

System should use the correct effective dated row to find the account from a category

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a second effective dated row on a Category and use a different account than the first effective dated row
2. Associate that Category to a Service Type
3. Create a new Service Procurement requisition for the Service Type
