E-WL: Unable to Access PeopleSoft Application via HTTPS Protocol after Configuring a SHA2 Certificate (Doc ID 1632479.1)

After configuring an SSL certificate on the WebLogic server, the WebLogic server successfully starts and binds to the https port. However, when attempting to access the PIA using https, the following occurs:

If using Internet Explorer(IE) browser, it returns message:      

No errors are logged to the WebLogic logs.

The issue can be recreated with the following steps:
  1. Configure WebLogic to use a SHA2 certificate
  2. Start WebLogic PIA (which successfully binds to https port)
  3. Attempt to access the PIA using https protocol and get one of the errors mentioned above
