E-IB: How to Prevent 'UserName not defined in database. (158,55)' on USER_PROFILE Carrying New User Data (Doc ID 1632707.1)

Goal

In PeopleTools 8.5x based environment Integration Broker is configured and most of the message flow works fine, in particular the USER_PROFILE messaging service operation transactions that carry updates to existing profiles are successful, and so are the transactions of all other service operation types, however some of USER_PROFILE transactions, those that carry new just-created profiles, fail with the below error:

The general user account for Integration Broker exists on both sending and receiving sides, is valid and not locked, its password is correct, and all other Integration Broker setup, gateway, nodes, service operations, routings, appears to be correct on both sending and receiving sides, confirmed by the successful flow of all other messaging service operation transactions.

What is causing the above errors and how to prevent or overcome them?
