E-PUM: No Tnsnames.Ora File in the C:\oracle\product\11.2.0\client_1\network\admin directory

Goal
After I installed the Oracle Client from the PUM Image, I cannot find the Tnsnames.Ora file in this location: C:\oracle\product\11.2.0\client_1\network\admin.
There is a copy of a Tnsnames.Ora in the Samples directory, but nothing in the Admin folder. Can the one in Samples be used?
A logon attempt to the PeopleTools Application Designer fails due to this error:
File: SQL Access ManagerSQL error. Stmt #: 2 Error Position: 0 Return: 12154 - ORA-12154: TNS:could not resolve the connect identifier specified
Invalid User ID and password for signon.
