Symptoms

Pay Cycle is calculating the Withholding amount when the Voucher amount is less the Withholding Min Basis.

EXPECTED BEHAVIOR
Pay Cycle should not calculate the Withholding amount when the Voucher amount is less the Withholding Min Basis.

STEPS
1. Vendor is setup for Withholding

2. Withholding Entity setup:
  Min Basis: 700.01
  Cumulative: blank

3. Create Voucher 1
  Invoice Lines: 274.00
  Entered VAT: 27.40
  Total: 301.40

4. Create Voucher 2
  Invoice Lines: 596.00
  Entered VAT: 59.60
  Total: 655.60

5. Run the Pay Cycle
  After Payment Selection:
Voucher 1: Paid Amount: 301.40 (Withholding amount is not calculated)
Voucher 2: paid Amount: 536.60 (Invoicing Vendor)
Voucher 2: paid amount: 119.00 (Withholding Vendor)

6.  The system should NOT calculate the Withholding amount for Voucher 2 because the ´Min Basis´ on the Withholding Entity is 700.01 and  Voucher 2 Total = 655.60.
