Symptoms
The PersonBasicSyncNoCI handler does not update the PERSONAL_DATA table.
This handler is invoked when the PERSON_BASIC_SYNC message payload includes more than one EMPLID transaction.
The issue can be reproduced at will with the following steps:
1. Batch post using an SQR or COBOL program which invokes the EOP_PUBLISHA batch messaging program. Example ADAPPPST.SQR (TS189 Search/Match/Post).
