Add to Waitlist Flag in Campus Mobile App always defaults to 'Y' results in Invalid Access to Wait list Function message

The Add to Wait List flag in Campus Mobile seems to always appear if the Use Waitlisting flag is checked on the Installation settings. Since this flag is not institution specific, and always defaults to Yes, the enrollment engine tends to issue a confusing message to students from institutions within a multi-institution environment that do not use Wait List. The message that appears during enrollment is "Invalid Access to Wait list Function. user does not have access to the waitlist functionality. The transaction was processed without the override."
To avoid confusion and to maintain consistency among messages in Self Service and Campus Mobile, the Use Waitlisting flag should be made Institution specific.
