ETL9.2: Upgrade From 8.9 - 9.2 PS_TL_EMPL_DATA.PROCESS_INSTANCE Set To 0 (Doc ID 1639987.1)

In Time and Labor 9.2,

We are doing an 8.9 to 9.2 upgrade and the new field PS_TL_EMPL_DATA.PROCESS_INSTANCE is set to 0 during the install and was never set to a different unique value for each record. however, when trying to save time on the timesheet this row is not allowed to be 0 or is causes an error.

What process is it that is supposed to change this value?
We tested changing a single user to that value and it worked fine. however, we have some questions

- do we set this value for all rows in that table, because we thought the value had to be unique across employees?
- what process is supposed to set these values? this is our second run at upgrading and the first upgrade updated this field but the second upgrade didn't
