Journal ChartFields not populating when a value is entered directly into the SpeedType field

User should be able to use a SpeedType on a Budget and GL Journal by selecting a value using the lookup option or entering a value directly into the SpeedType field.
User is able to use the lookup option to populate a budget or GL journal line, however, when a value is entered directly to the SpeedType field and tabs out of the field, the chartfield values do not populate.

The issue can be reproduced at will with the following steps:
Step 1: Navigate to General Ledger>Journals>Journal Entry>Create/Update Journal Entries
Step 2: Add a new journal by selecting a valid Business Unit and accepting default for Journal ID and Date
Step 3: On Header page select a valid Ledger Group and Journal Source
Step 4: Navigate to the Journal Line page and click on the SpeedType field Lookup Icon
Step 5: Select a value of QCASH by checking the SpeedType Flag
Step 6: User is able to select a Speedtype that populates the budget line
Step 7: User attempts to populate the budget journal line by entering the speedtype value of SCASH directly in the SpeedType field and pressing the tab key. The line is not populated.
