Workflow does not Re-initiate for Denied Requisitions that have been Updated with Comments or Attachments and Resubmitted (Doc ID 1645877.1)

Symptoms

When a user edits a denied requisition and adds comments and then resubmits the requisition the AWE does not re-initialize and the req remains in denied status


The issue can be reproduced at will with the following steps:
1. Edit a denied requisition
2. Add comments
3. Save and submit the req.
