ETL9.x: Cannot Report Negative Sick Hours Even Though Plan Allows Negatives.

Information in this document applies to any platform.
When attempting to report sick time for the plan that allows to go negative,
the following error occurs.
“x’ new hours reported against Leave Plan. The possible maximum is 0 (13504,117)
Users are getting confused when they are not allowed to utilize their eligible negative hours.
The issue can be reproduced at will with the following steps:
1. Find employee that has been previously enrolled in a different benefit program but the benefit plan remains the same under both programs.
2. The benefit plan allows to go 40 hrs negative and has 2 rows. Old effective dated row does not allow negative, the latest row does.
3. Go to Timesheet to see the zero hours leave balance.
4. Report sick time attempting to go negative as the plan allows (-40).
Timesheet will throw an error (13504,117) at submit.
Due to this issue, users cannot report leave time and are getting confused why they are not allowed to utilize their eligible negative hours.
