E-LDAP: USER_PROFILE Message Should not Increment FAILEDLOGINS in Content Provider with every Login Attempt

When using LDAP authentication and PeopleSoft Password Controls customers are seeing large numbers of the USER_PROFILE messages being generated from the Interaction Hub (IH) Portal environment to HCM and FSCM content provider environments with every login attempt. Especially failed logins. As a result, the IB message queue gets backed up as the system is not processing the messages as fast as they are generated. The real question is why are these messages getting created? Shouldn't they only be sent if the account is being locked out?
