ECM: Treasury Accounting Entries are saved with invalid chartfield value

After "Update Accounting" is executed for the 1st time on the Accounting Entries page, able to change the GL Unit to a different value, run "Update Accounting" and save the page without any errors even though the Account chartfield on that respective line is not valid for that GL Business Unit based upon that GL Business Unit's Table Set Control.

1. Navigate to PeopleTools > Utilities > Administration > TableSet Control
2. Set Control Value = US001, FS_05 (Accounts) points to SetID = FEDRL
3. Set Control Value = US003, FS_05 (Accounts) points to SetID = SHARE
4. Navigate to Cash Management > Treasury Accounting > Accounting Entries
5. Add an Accounting ID, using both GL Business Units
6. Line 1, GL Unit = US003, Account = 100006 (which is under SetID = SHARE)
7. Line 2, GL Unit = US001, Account = 1002 (which is under SetID = FEDRL)
8. Click Update Accounting
9. InterUnit entries are create and the page Saves
10. For Line 1, change GL Unit from US003 to US001
11. Click Update Accounting
12. Able to save the page successfully even through Account = 100006 is valid for SetIID = SHARE and not a valid value for SetID = FEDRL
