Symptoms

When attempting to run adhoc HR Notification emails, the following error occurs.

ERROR
-----------------------
Could not assign a new transaction ID to this notification and/or announcement. (18137,8069)
Could not assign a new transaction ID to this notification and/or announcement. Please contact your system Administrator.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Set Up HCM > Common Definitions > HR Notification > HR Notification, and try to send an email notification.
2. Click OK on send confirmation pop ups
3. The error message will appear
