Should the Form Administrator be Able to Access all Forms Submitted to the Database? (Doc ID 1663800.1)

Goal

User has all Form Security roles, and not able to access all forms that have been submitted. They are all setup for update after submittal, but user can only view the forms that he/she personally submitted. Shouldn't a user, especially a form administrator / Form owner be able to access all forms that have been submitted to the database?
