E-SES Error When Applying Required Database Patch 8439529 "ApplySession failed: Patch ID is null" (Doc ID 1667200.1)

When applying the Patch #8439529 which is listed in Doc ID 1525165.1. ( DB patch required for SES ) the following error message gets displayed

ApplySession failed: Patch ID is null.
System intact, OPatch will not attempt to restore the system
OPatch failed with error code = 73
